This carburettor is delivered to us properly jetted because each one has been stripped and then set up on an engine attached to a dynamometer, see the video below..

Note, its normal for petrol to drip from under the manifold, there is a drain hole for that purpose.

Note that many folks who buy a new carburettor have mis-diagnosed an electrical fault or other fuel supply or engine condition problem - be sure to check out all the other possibilities first!
